IP address´s are powerful there like a phone number without being able to block your outgoing info. Even if you come here through other methods you can be found.
All that said ARIN and UUnet along with other tools on the web like samspade.org are capable of getting people who abuse things off the web like in a matter of a couple of weeks or hours.
IF YOU HACK YOU DIE. For instance. In Canada a couple of way ward kids decided to hack a little. They where 16 at the time. For the minor hacking they did, they found themselves in Jail for 2 years and can never go into the computer industry in Canada at least not on a corp or gov level.
So keep this in mind when you decide your board out of your mind and need to run that distructive bit of code or a DDoS against someones site..
